简要规格描述或项目基本概况介绍、用途：目前，新片区公交公司运营车辆中共有118辆氢燃料车辆，为保障运营需要，现需要为118辆氢燃料车辆提供加氢服务。采购人现通过本项目委托一位供应商为临港新片区公交车辆提供车辆加氢服务;提供氢气质量达到99.97%的高纯氢气气质，并符合国家标准和行业标准，★单价不超过35元/公斤(具体内容详见第三章服务需求书)。

Brief specification description or basic overview of the project: At present, the bus company in the new area has a total of 118 hydrogen fuel vehicles, and in order to ensure the operation needs, 118 hydrogen fuel vehicles need to provide hydrogen refueling service. The purchaser now entrusts a supplier to provide vehicle hydrogenation service for public transport vehicles in Lingang New Area through this project; Provide hydrogen quality of 99.97% of high purity hydrogen temperament, and in line with national standards and industry standards, ★ the unit price does not exceed 35 yuan/kg (for details, see the third chapter of the service demand book).

二、申请人的资格要求

2. Qualification Requirements for Bidder

(a)满足《中华人民共和国政府采购法》第二十二条规定;

(a)Meet the provisions of Article 22 of the Government Procurement Law of the Peoples Republic of China;

(b)落实政府采购政策需满足的资格要求：(1)扶持中小企业政策：本项目不是专门面向中小企业采购，评审时小型和微型企业产品享受10%的价格折扣;(2)扶持残疾人福利性单位，并将其视同小微型企业。

(c)本项目的特定资格要求：(1)符合《中华人民共和国政府采购法》第二十二条的规定;

(2)未被信用中国(www.creditchina.gov.cn)、中国政府采购网(www.ccgp.gov.cn)列入失信被执行人、重大税收违法失信主体、政府采购严重违法失信行为记录名单;

(3)须系我国境内依法设立的法人或非法人组织;

(4)具备有效的燃气供气站点许可证 (车用氢气);

(5)本项目不允许转包。

(c)Specific qualification requirements for this program: (1) comply with the provisions of Article 22 of the Government Procurement Law of the Peoples Republic of China; Not included in Credit China (www.creditchina.gov.cn) and China Government Procurement website (www.ccgp.gov.cn) in the record list of persons subject to enforcement for trustbreaking, major tax law and trustbreaking subjects, and serious illegal and trustbreaking behaviors of government procurement; (3) It must be a legal person or an unincorporated organization legally established in China; (4) Have a valid gas supply station permit (vehicle hydrogen); (5) Subcontracting is not allowed for this project.
